Isabella tells Lucio that Angelo has given him a way out of death which would imprison him for life. Isabella tells him that the punishment would be a loss of his honour and tries to encourage him to choose death.

Isabella eventually tells Claudio about Angelo's request, saying she'd rather give her life than her virginity. The Duke comes forward and says he has listened to their conversation, and knows Angelo well, he says Angelo is just testing Isabella’s virtue, he would have killed Claudio either way.

The Duke says to Isabella that Angelo was just testing her, and he has a plan to save her and Claudio. The Duke plans to have Angelo marry Mariana having had sexual interactions with her, since Mariana will take Isabella's place.

 

In scene 2, Lucio says that Angelo could afford to be more lenient in regards to lechery.  Lucio jokes that there are rumours that Angelo was not conceived through sexual intercourse.

Isabella says to the Duke that Angelo gave her 2 keys and to meet her in a garden. She told Angelo that a servant will be coming with her, thinking that she is coming to speak about her brother, so she cannot stay long.

The Duke tells Mariana that she is not committing a sin, since she and Angelo had a contract of marriage.

 

At the prison, a messenger arrives informing the Duke and Provost that Claudio's head needs to be sent to Angelo by five o'clock. The Duke tells the Provost to send the head of Barnadine, another prisoner,  in the place of Claudio's.

The Provost states that Angelo will notice it is the wrong person, but the Duke tells him to shave the head and beard of Barnadine's head to disguise it.

In scene 1, Angelo tells Escalus that they must not be indecisive about their decisions, Escalus then brings up Claudio's case and questions Angelo asking whether he could have erred in the same way at some point. Angelo replies that despite the complicated and wavering line between law makers and criminals, the law must stand firm.  Angelo then calls for the provost telling him to ensure that Claudio is executed before nine o'clock the next morning.

Elbow then enters with Pompey and Froth, who have been found at a brothel, they are let off with a warning.

The provost then goes to see Angelo hoping to change his mind about Claudio. Isabella then comes to visit Angelo, saying she is sorry to have to beg for Claudio’s pardon. Angelo argues that the person who commits the crime must be punished for the crime. Lucio tells her to touch Angelo more, and eventually Angelo says he will think about it. Angelo considers his situation, confused by his desire for Isabella. He proposes to Isabella that she lose her virginity to him instead of having her brother be killed. Isabella initially says no, but appears to not fully understand what he is asking. She sticks to her word saying it is not worth the sin. Angelo then declares his love for her

Angelo is given the responsibilty of temporary control over Vienna by the Duke as he 'goes away'. Angelo orders for Claudio to be sent to prison for getting his fiance, Juliet, pregnant.

Scene 2 reveals that the Duke has lied to Angelo about his destination, since he feels he is not able to punish the people of Vienna enough as he has given too many liberties. He asks Angelo to take over in order to act more strictly. The Duke wishes to observe Angelo and therefore takes the disguise of a Friar.

Lucio, talking to Isabella, expresses that Angelo wishes to execute Claudio as an example, and that Isabella should go and try to talk him out of it using her 'feminine charm'.

Angelo is the villian of Measure for Measure, ruling Vienna strictly and without mercy. Angelo is hated more for his hypocrisy than anything else. He suggests Isabella go through with a difficult propostion that goes against his own laws, then eventually does not even uphold his end of the bargain.
